If this wasn't a western, I think it would be considered one of the best movies ever made. It's an excellent character study, and does a great job showing both Jesse unraveling as he comes to terms with ageing and realizing his end is coming, and with showing Bob becoming disillusioned with his hero and dealing with betraying him.

Most critics don't seem to take westerns very seriously. They're thought of well, but never the same way as more standard dramas are, and if a western is good, it's usually described as being good "for a western," and not as a film itself. At least, that's what I've noticed.
When movies like this (serious character studies) are done this well, they're usually regarded insanely highly by critics. Citizen Kane, The Godfather, Taxi Driver, and other movies that are similar character studies about flawed characters are usually counted as among the best movies ever made. The Assassination of Jesse James by the Coward Robert Ford isn't included on very many "best movies of all time" lists, and I think that's probably because it's a western.
