Why is there so much Art Deco imagery in Batman?

because the character was made in the 1920s when that was the big thing and his franchise still uses themes from that time, like the century outdated idea of what organized crime is like

This animated series came not too longer after the Burton Batman movies, which help revitalize the character in popular media (outside the comic audience). So it borrowed some of the aesthetic seen in the Burton movies, which kind of works in its favor anyway due to when Batman was created.
