Is the new Disney canon better than the Legends EU?

There hasn't been anything of the quality of the Thrawn Trilogy, from what I've read, but there are some good ones.

Lots of garbage too though. So I'll say it's about the same.

Rebels is really good if you don't look at it too much, though.
