Not really. Alexandria were just being stingy with supplies along with the other communities, if they wanted protection they shouldn't have been retards, Rick and co also royally fucked things up by walking into his territory and not knowing the land's law.

How do you see his arc ending? I think Maggie and Beta are going to team up, Alexandria will be used as a protection or something for Negan while the surviving members of the Hilltop will want to give him to Beta for a trade so he'll leave them alone for good. Something happens and Negan gets Julius Caesered by a group of people, Maggie and Carl are in it.
