He wanted to direct early on, and he cut the deal that traded his star power to direct low budget shit (win-win for the producers. They got a teen idol 70s actor for nothing, and in exchange they gave him low risk low budget films to direct).

I don't think anyone expected him to succeed as a director, but by the early 80s they realized Directing was his true calling.
