Humanitarianism aka Social democracy.
Note how they never point out in the movie how the future society could have easily prevented their downfall/overpopulation by killing people for commiting minor crimes for instance, which would make sense in a society which is apathetic, brutal and low on resources. Yet we are shown that they still maintain prisons etc. So they are clearly not fascist in that sense, they try to maintain the old social structures and institutions but they're just too retarded.

.. Which he answered in the first reply to your post, didn't he? The movie came out during the bush era and satirized what was considered the mainstream culture at the time- Neoconservativism.
Therefor, the target demo of the movie were the subcultures of the time: The environmentalists, the pacifists, the future occupy-wallstreeters and bernouts.
Which is also why Fox "Gave up" on the movie, it simply didn't appeal to their target audience.
