Sheev was not at all beyond Windu. You don't get beyond Windu because he knows almost immediately what you want to do to him and counters it, that's how his shatter point works. However, he did not look at his own shatter point, his trust in Anakin. Sheev was okay with losing because he saw Anakin coming to his aide. And we're talking Saber battles. Sheev was defeated by Windu's saber. Sheev could have easily blown Windu away with his force lightning. Remember how Yoda tried to stop Sheev's force lightning and the two of them were blown back. The choreography just sucks. Two of them just stand there and let him kill them. There's no problem with him killing the other three in some kind of skillful 4 on 1 battle but they were supremely lazy and just made the three Jedi he came with look like plonkers.

It makes more sense if Mace, Yoda, Obi-Wan and Anakin were in a league of their own, because they're the only ones that have direct experience with Sith lords and show any kind of proficiency in lightsabers throughout the series.

Conversely, other Jedi Masters like the dinosaur Jedi in Attack of the Clones were absolutely shit-tier, suggesting that even the average Jedi Master has no real dueling proficiency, which makes sense considering the Sith were thought to be extinct.
