DS9 was the peak of "Star Trek". Dat serial format and willingness to visit the dark corners that regular Starfleet couldn't handle off the bat.

It dared to question utopia itself and even the Federation.

They abandoned the original premise, e.g. two disparate crews working together about three episodes in and resources shortages soon went away too. Thus they had an infinite number of shuttlecraft to expect instead of each being a precious commodity. This turned Voyager into a plotless mess with cast-off scripts from earlier shows and nothing to distinguish it. A cast of largely unlikable characters didn't help.

They didn't, the Enterprise was the flagship of sstarfleet, only the best of the best got on and everyone knew what they were getting. If anyone's performance was under par and they didn't request a transfer themselves, they'd get shipped off by their CO anyway. Janeway can't do anything about Mortimer and Tal because they're stuck in the delta quadrant and they need every hand working they can get. If Tal was in the alpha quadrant she'd have resigned or been sent to a smaller ship, Mortimer would have done his 1 year required ship experience with little hassle and gone on to his research thing. Novbody with their level of incompetence or attitude would have made it onto the Enterprise in the first place, let alone serve more than a few months.

I don't see how you could have a "Muslim" like that without them not being Muslim at all.
