Don't ask me, I assume that it is supposed to be an extreme form of the HK skyline lightshow, you would have to be on the opposite side of the harbor for the big heads to even be recognizable, but even then they serve no purpose but be an attempt to look futuristic.
The skyline would have giant holographic signs of advertising like dotonbori before they put random big heads on top of their buildings. It just looks so forced.

The difference is Oshii actually has a passion for urban landscapes and sent his artists to Kowloon to photograph the old walled city, the concept art was then directly lifted from the photo collection. He choose early 90's Hong Kong because it was a mongrol city in rapid transition towards globalisation (An Asian Tiger economy) and much of the scape has since changed (the old walled city now gone). Sander's choice to model on contemporary HK completely misses Oshii's original reason
