No it's not. This borrows a lot of characters and locations from various Valerian comics, particularly 'Ambassador of the Shadows', but the story is some bullshit Besson himself cooked up.

Also while there is action in the comics, this master of kung fu fighting/videogame shit we see in the trailer is not at all representative.

Looks like Besson is just recycling 5th element, but with less charismatic main actors and more focus on special effects.
