Rewatch the first movie: the Minbari ships show up on human sensors but they just can't lock on. They're not invisible or cloaked, the humans just can't get a lock, but a lock isn't necessary to fire. Just like ye old warships, they didn't have any fancy targeting systems, but they see the range, speed, and direction of the other ship and can thus aim and fire accordingly.
