The splatter is reminescent of the mask, Kovaks became a literal rorschach test on the white of the snow. It was a poetic move on Dr. Manhattans part, since Rorschach was never going to be buried as a man. He was always shameful of his true skin, but his "face" (the ink blot mask) was who he was. In death he became that symbol literally.

The significance of him sending that book to the publisher shadows the line that Viedt says, (paraphrasing but along the lines of "I enacted my plan half an hour ago"). Rorschach enacted his plan days earlier, and while he sent it to a kook magazine, he can bring everything Veidt achieved crashing down. Again, irony. The bum in a mask was 10 steps ahead of the worlds smartest man, and the truth is out there.

Except he was human again, he had regained his love of life and wanted to create more. He could also see the future, and his "nothing ever ends" line was probably him seeing that rorschachs posthumous influence brought the world back to what it was. He had contempt for Viedt, and probably respected Rorschach enough as an ally and in his new found humanity just put the long suffering Walter Kovaks out of his misery

Ozymandias represents "the ends justifying the means", and his righteous plan was tainted by his fouls actions. Detonating an alien in the heart of a city killing millions and uniting the world is a mixed bag. Through Rorschachs journal they can come to the truth and actual heal the wounds of the world instead of slapping a big false band aid over it like Veidt tried to.
