Worf died under her care, TWICE. Once from a back injury but survived because of having a redundant back up nervous system and because a magic alien healed his broken neck.

She lost Captain Picard in the ER but got lucky when Q brought him back to life.

She lost Tasha Yarr under her care.

No, she was not a good Doctor. Pulaski and Bones would have figured that out themselves with no god-like aliens to help them out.
