If you notice the show, every time someone is made they give him something that generates money for them to manage.
Where in the normal world you buy a business with a bank loan and you have to pay back to the bank, inside the mafia you inherited the businesses and had to kick up a % of profits or a fixed number. The captain in his turn had to kick up 10% of those gains up as well and the gains on his business if he had one.
The Soprano familly had business like:

Bookie - Paulie and then Chris
Casino - I don't remember who had it
Satriales - don't know who run it
Garbage management-Tony getting the no show job, run by the true owner
Bada Bing - Silvio's
Construction - Ralphies and later Vito and later Paulie.

Tony, apart from the no show job, only had income from the cuts he was given. And the amount they give him was what swayed him towards certain person getting favorable decisions. Ralphie was an outstanding businessman, the only reason he wasn't killed sooner.
