Actually, I'd imagine Kryptonite is pretty hard to work with. The spear he made is still pretty rough, and that's a big chunk of Kryptonite. Imagine trying to make tiny, correctly shaped bullets out of it? His Kryptonite gas was easier to make by just grinding the kryptonite into powder.
Also, the movie called for Batman to be a fucking idiot and murder a flying, indestructible man by gassing him, hoping it works, and then beating him across town, by hand, until they end up near the spear.
