Smith's original costume was a pirate outfit with a t-shirt and waistcoat with sewn on patches picked by Moffat, but he persuaded them to go with the tweed/bow tie look

Capaldi wanted a minimalist look that kids could copy

I think the only 'scripted' costume was 9's, because RTD wanted to take the show in very specific direction. Unless Chibnall does the same, it's likely that Andrew Buchan will choose his own costume.
