Up until that point its just a clone each time, and this clone has different thoughts, feelings, etc - we know this because they each have different lines to tell us the number of years.

So yes, its a clone, it just has the additional memories of countless other clones before it along with the original doctor from the very first time he arrived.

Most of the episode takes place on Gallifrey, which is hardly a "brief trip". It shows the Doctor's family (which Moffat had already done in Listen, of course), opening the very can of worms you claim he'd never open. It explicitly tells us that Gallifrey is back in the normal universe and out of the time lock, which you say they're never going to do.

Why would the Toymaker returning have anything to do with Gallifrey? His original story had nothing to do with Gallifrey or Time Lords. In the novels and audios where he appeared later, he's a Great Old One (and/or a Guardian), and they didn't need Gallifrey to appear to have the Doctor deal with the Gods of Ragnarok or any of the other Great Old Ones.

I suppose the Gods, Great Old Ones, stuff like Zagreus, the Divergent and Guardians were the 'there's always a bigger fish' because the TLs are already technically able enough to deal with most everything so they needed a bigger threat that couldn't be solved in ten seconds flat.
