The Monks badly injure the Doctor in Episode 8. He starts to regenerate, but holds it off. The Monks and their Memory police soldiers surround the Doctor. Missy then arrives in her Tardis followed by hundreds of other Tardise's who surround bills university, the Time Lord General steps out of the Missy's Tardis and dozens of Gallifreyan soldiers come pouring out surrounding the Monks and and Memory police.

The Monks are ancient Gallifreyans, remnants from a long forgotten war, thus the Time Lords once informed by Missy of their nature felt the responsibility to interfere.

My point is that revealing the new Doctor is not contingent on any story details, it's not actually a twist in the narrative of the series to go 'it's Andrew Buchan!' It also doesn't 'fill in a gap in Time Lord history' as RT put it, now whoever's spamming the 13 thing can you cut it out

Andrew Buchan supposedly chained in the university basement in episode 1 and revealed at the end of the episode - 12 is keeping 13 prisoner for some reason
