Akira barely worked as a normal movie lenght adaptation the last time, and the things that did work and are still remembered were only in it for the fact it was an animated movie.
How would this work? Why does a live action Akira need to exist? If you want a new adaptation it should be either an anime series or a two/three-parter epic movie like the last Harry Potter, Hunger Games, old Les Misérables films or LotR (can't recall but maybe Nymphomaniac was one of those) but that would never fucking happen.

The problem is pretty simple.

You have to go hard one way or another. Either go full retard action and draw in the general audience like typical Transformers or Fast and Furious (which ghost in the shell would've been a stupid choice to go with), or you can go full "2DEEP4U" and go smaller budget type like Ex Machina. You basically either need to have the dumbass general audience support or the "leet" film critic support.

There is only one type of movie that can get away with doing "safe" "all arounder" style, and those are big franchise movies like Marvel. Those movies don't need to try, which is basically what GITS did. That's more because of the name and association of Marvel as well as general audience willing to see every Marvel movies.

This is a hard concept to understand for western audiences but... subtlety is important if you actually want something to come off as morally grey, and doubt comes from lack of information as well... The core ideas of GiTS aren't actually about the major at all,but the traditional sci-fi conflicts that affect a transforming cybernetic society. If you get the tone right GiTS just needs the setting not the major.
