If they put him in the monthlies, that wouldn't increase the total number of audios they put out per year, or the total number that the dedicated fanatics buy per year.
Plus, there are probably a few people who only follow one Doctor, and reducing 5/6/7 by one audio/year apiece to make room for 4 would mean those people buy one less (and they might even bitch about it online).

I saw the Wholock stuff years back but it seems that he has improved by then and can digitise fucking everything. The breakdown for that Sherlock series 4 trailer is legimately amazing and NeonVisual clearly does not have even a fraction of the skill to match it.
Neonvisual can only synthesise abstract stuff whereas this guy's work is grounded in reality and is able to blend the elements to the extent that it is almost indistinguishable from actual footage.

It didn't look perfectly real to me because it has the subtle channel offset that anime artists are so fond of and some kind of tilt shift blur that made it look a little synthetic but other than that it looked amazing.

Chris, David and Matt never really experienced this. Matt a little but not to this degree. David had crowds that would gather and probably did a few photos but that was it. His era was pre-Twitter and Tumblr, and he rarely did events. They didn't even start Comic Con or American-pandering shit until about 2009-2011.
If I were 13, I'd want to have the experience Chris and David had. I'd want to spend production time filming, wave to fans but not pander to them every single coffee break. I'd have security step in if they were irritating or crazy. I'd only attend certain events, few panels, and treat it like any other show filming gig.
