The location was different than the original, but still cool looking, not too bad but not great. And the scene with her tearing her arm wasn't too bad, but other than that it was kinda meh.

Not only. The twist with project 2571 was quite interesting (could've been better if it had more time, but was still good) and that thing with Major past was something original and new for this series, but yet fitted in perfectly.
All of the (minor) problems with this movie came from trying to put too much subplots in the script. There were too many iconic characters and subplots that got orphaned. Or maybe they were hinting a sequel this way? I honesty hope so.

The characters understand one another, presumably because they’re beyond mere language and, in any event, they sometimes communicate telepathically. At first, the fact that they can speak to one another comes across as an inventive flourish, but like so much in “Ghost in the Shell” — the toddling geishas, the Asian extras — it helps to reduce an entire culture to a decorative detail.
