Hoshi had a lot of potential because she was the only crew member that showed she really didn't necessarily want to be there. It was resolved way too quickly. A big problem with Enterprise is that character flaws with the crew were sometimes resolved in a single episode rather than being an ongoing thing.

No one in Archer's time knew anything about them. They didn't know who they were, what they were, or where they came from. The only thing they knew was that they had encountered some kind of a mysterious machine race of aliens. They certainly wouldn't have known what they were called, and much less how to deal with them.

So yes. Archer was the greatest, because he defeated them where not one of his later successors, who knew far more about them, ever could.
