Forced into retirement years earlier for being a dirty cop who's actions led to the deaths of several young men, Tommy Lee Jones, his son Josh Brolin, and adopted son Terrence Howard run a private detective agency in the early 80's in Boston.

When a sewer pipe is discovered to be the dumping ground for the bodies of several young men who have gone missing over the years, seemingly killed by the same killer, the grizzled old ex-cop who mostly deals with petty crimes, while his sons do most the work sees an opportunity to make up for his crooked past by catching the ones responsible.

His old partner played by Jon Voight is now the chief of police, and due to his fierce hatred of his old partner, is doing his best to keep him away from the investigation. It seems to be a lost cause.

Until a homeless deaf boy who refuses to go to the police comes knocking, claiming to have escaped the killer.
