Because Seth resents what Family Guy has become. Did you not remember that episode where Brian writes a TV show and it gets warped by the execs? That was him trying to explain what Family Guy had become. He just wanted a show about a dad trying to do right by his family, with cutaways being there for 'random' to make it different to Simpsons. But when it failed, he only got it back if he made it more 'whacky and random'. So he did it and kept being told to go further and further. So he turned it into his pet soapbox. Which then got him into trouble (I swear I read it somewhere) which is why Quagmire ends up randomly hating Brian and calls him on that shit and why it basically stopped being so preachy. It also helped that Seth became a centralist a few years ago.

Also, the writers who did the first seasons of American Dad moved onto Bordertown after the "Crazy Republican" thing they tried to do with Stan failed.

Francine's IQ does vary wildly from episode to episode, as do other aspects of her character.
