It didn't really succeed in stopping Godzilla though. All it did was make people think the problem went away when in reality it just prolonged the inevitable which ties in with the overall theme of Japanese bureaucracy being a mess that rarely accomplishes anything. The ending to Shin Godzilla is really grim if you think about it because nothing was resolved and once Godzilla becomes unfrozen he's arguably going to cause even more damage than he initially did not only because will he be in the next stage of his evolution but also because hardly anyone is going to see it coming despite him being right in the middle of public.
