Capitalist societies like the US really wanted things that would make money so you would have to be careful not to offend people or challenge them with overly complex methods of storytelling. Plus, the US Government had highly regulated standards of what was acceptable.
The USSR on the other hand didn't give a shit what films were made unless they criticized the state. That was really the only thing they cared about.

That's bullshit, art was important part of communist ideology (as it was primarily a was to communicate with masses). There was a lot of really interesting and innovative art going in in Soviet Union. Up until late 60s Soviet cinematography was ahead of anything created in the US. Then come 70s and 80s and the arts declined with the general emptying of soviet ideology.
