The /co/ answer is that it's part of his origin that Marvel decide if it's following or not.

Basically he's an engineered creature to caretake for a planet of insane people. So he is cute and small so to not upset them. The thing is that originally the population was cared for by robots that also went nuts and made Rocket and other short animal people to take over for them as they prepared to leave the planet. Rocket was head of security and romanced an Otter who was in charged of making toys. This planet was called Half World.

When DnA shat out a bunch of old 2000ad scripts for Marvel Cosmic events, they rebooted him he was a grizzled asshole. They tried to retcon his origin but no one liked it and it was immediately ignored.

It's all moot essentially. Marvel is such cucks in the writing department right now that they will reboot their comic lines to fit whatever the movies say.
