RPM starts with Skynet-Venjix taking over the planet and, presumably, killing most of the retired but still technically capable Rangers in a surprise attack (see: the broken Operation Overdrive helmet found in Alphabet Soup).

Presumably, Timeforce's shenanigans created timeline branches, and RPM is an example of a bad-end (before the heroes surge and win, because the different timelines still follow the same narrative concepts/rules).

Also: Most of the post-Galaxy series cannot be reconciled with each other, so just sort of accept that continuity fell apart pretty quickly.
