It is made clear in the story that Bran is unique in this ability -- there are no myths or histories claiming that anyone could control people telepathically -- besides a particular interpretation of the Night King "binding his brothers" through "sorcery"

Bran is unique, and that's why great lengths were taken to secure him. I'm fairly certain that the Children are malevolent towards humanity, and it could just be because their nature is incompatible, but in my mind it's a safe bet.
