This is pretty typical auteurism, but I would say that most episodes in the second season (preceding Leland's death) are absolutely fantastic in their treatment of the image; and most of the directors came back to the second part. Therefore, I would say it's a production and script issue, more than direction itself. Not negating Lynch's evident talents though, he surely would have handled the episode Diane Keaton directed with a bit more grace than adding fade-ins every five seconds.

At times, they’ll just stand side-by-side silently, getting whatever information they need from the wind.

You're right about the postmodernism and cheese, but those episodes were made by newbies brought in to replace Lynch. It's fanfiction that really misunderstood the balance of suspense and camp Lynch intended.

Twin Peaks was a compromised work ever since the creators were forced to solve the mystery. It's never gonna be a 10/10, but I think FWWM was enough to redeem it overall.
