Basically, during the whole movie, he isn't respected by any adult, he isn't in control of his life, and yet at the same time is in the innocence of his childhood.
He slowly descends into crime (skip school, lies to his parents, run away from home, steal a typewritter) and is then sent to a camp, which he escapes.
That last shot represent his freedom, he is becoming an adult, and he is starting to realise what it means, he is free, he has so much place where to go, yet he doesn't know what to do, so he looks at us, lost, he achieved what he wanted, and now what ?

I actually watched 400 blows after watching a large number of french new wave films and found it extremely underwhelming. It was his film debut though so for that I understand the importance.
