Two things with that. The poor are going to these schools, even the NPR link mentions this. The schools and scholarships keep a roll on this. Some may not be able to, they will continue to go to that public school, which sucks, but it won't create a problem that doesn't already exist

Our bodies were designed to survive crisises, until very recent times most people had to prepare for devastating winters where access to food would become hard to find.

You're right. It doesn't create a problem that doesn't already exist. It doesn't however, really fix the problem, either.

The problem is the uneven quality of public schools to begin with. In my opinion, a voucher program will just move that unevenness into a whole new environment, one with even less oversight and accountability. People will start "voting" for schools with their wallets, which sounds sort of good in a way, until you stop to consider that it will once again start leaving behind the very people it's purported to help.
