Since the protagonist is villainous, the show had to convince the audience to root for Walt despite him eventually becoming a monster. So here we have the disabled son, who loves and admires his father to an extreme. His purpose is not to make Walt more human, but to convince us that it's ok for Walt to get away with his atrocities because we don't wanna see the palsy kid be sad

the main problem is they did nothing to develop his character outside of his relationship with his father

compare this to AJ in the sopranos or something, who was a fully fleshed out character who actually had his own arc

It's not only sympathy for Walt, it's to further reinforce that everything Walt did he did it wrong, even a fucking son.
His only son(apart from babby Holly that is never important) has palsy and will never make him proud of anything, to further make the point that Walt existence is miserable.
