A meme film is one that everyone has the same grasp and perspective, while a cult film is one that is insanely popular among a minority who can disagree on it, while other people don't think much about it.

American Psycho is a cult movie. Most people don't think about it that much, but among a subset of people it's still talked about all the time, and there are lots of different ways to look at it and still things to disagree about. Drive is a meme movie because even though we can still talk about it, we're all absolutely on the same page and there isn't much discussion to be had. We all know and use it the same way, like a meme.
