I like Taxi and Jackie Chans Thunderbolt altough i don't think these qualify as pure racing movies. Autobahnraser was pretty good german movie i don't even know if it has a english dub.

Steve McQueen: The Man and Le Mans is a good look at the backstory of the film.
TT: Closer To The Edge is another really good documentary albeit focusing on motorcycle road racing, not track cars.
Death Race 2000
Cannonball/Gumball/Cannonball Run all those kinda films.
The first three Fast and Furious films are more about racing than the rest of the series.
Vanishing Point is a race of sorts.

McQueen's Le Mans is racing kino, the storyline is fairly subpar but the cinematography is incredible. They actually entered a functioning filming race car for that year's LM24, much of the footage from the film was actual live race coverage.
