No. Most big cities were crime-ridden shitholes in the 70s and 80s. Not that Warriors isn't exaggerated for story effect, but it was set in contemporary times for the when it was made.

That's why in that era, most movies set in the "near-future" (our current time or around 2000), everything was usually some really dystopian police state. Instead we're in more of a police state like Demolition Man, which in a way is much more frightening.
