As someone who actually watched a week's worth of episodes (it's like 12 minutes long by the way,) I can tell you that it is genuinely not funny.

Basically the case gets heard, Doug tries his damnest to make whatever joke he can, he and the guest bailiff (usually the funny person on the show,) go in the back and smoke, don't really talk about the case at all, then Doug comes out all squinty eyed and says he can't decide.

It neither seems like he's genuinely high nor the cases seem all that interesting or drama inducing.
