The movie was official propaganda made by and paid for the Communist Party. The partisans in the forest were clearly Soviet loyalists. The civilians in the village tried to stay out of the war but the Germans massacred them in retaliation for the partisan attacks, which is what pushed the main character to join the partisans in the forest.
