It's also worth noting, the other group of people in North Africa were the "Libyan' people, they also weren't black African at the time, probably Bronze age europeans who crossed over to Africa.

North Africa wouldn't have a large black population after this time for almost 2000 years when Gadaffi gets overthrown.

By the time of the Vandals, and the Arab invasions from the east though, the Libyans and Carthaginians were a minority with the Arabs migrated in heavily and marrying into local nobility.

Hannibal was Mediterranean, with a pale or olive skin tone. There is no evidence whatsoever to suggest that he was black.

Black people didn't even live in North Africa at the time, the Sahara was in the way, the only reason blacks started to appear in North Africa later on was because of the introduction of the Camel circa 100-50BC which made desert crossing and trade possible. It is true the Sahara was less harsh than today but it was still a more or less impassible desert barrier.

If Hannibal was black, it would have definitely been mentioned.
