Agents in the first movie basically only went hax mode if their life was in danger, i.e. being shot at.

After Neo "awakens" at the end of the first movie, they basically get upgraded to have superhuman strength and reflexes. Or in other words, abuse the Matrix for offensive purposes rather than self-preservation.
