Rowf is willing to go along with him because the reality is too painful, just like when the Tod died.
Rowf almost drowned in the opening scene.
The ending is the same, completing the narrative structure, except this time there's nobody to pull him out.

Bad end is true end. They were doomed from the start, but they never give up hope that they will find kind human masters, which is why this is the saddest film of all time.
