i remember the main villain looks after other bad peoples money. he took the money and invested it into some shit and rigged it so he would make a fortune. but bond goes to airport and stops it.

main villain then has to find a way to get the money back or he's fucked so he does the poker game, MI6 needs the main villain because of all the secrets he knows so they send bond to win the tournament so that the main villain has no money, becomes desperate and has nowhere else to go.

You see how one of the warlords finds out about it and goes on to kill him? Well, he worked for tons of them, the safest way to get the money back without any further investment was through gambling (according to movie logic at least)
