The US government at the height of Cold War spending could only get their hands on enough Adamantium to coat Wolverine's bones in and then maybe a couple of bullets. Originally the stuff coating his bones was supposed to be all they could find, I think. A multi-million dollar corporation has nowhere near as much money and pull as the US government had back then, and a large chunk of it is obviously busy poisoning Logan.

Cyclops and Beast are most likely dead from Xavier's seizure, since they'd be the most likely to be hanging around the mansion. The movie made a big deal about the gene therapy in the food, so that's what I go with, instead of making up a typical capeshit show-down fight between good and evil mutants that manage to kill both groups off.
