It turns hobbits "invisible" because it's actually pushing them into the unseen/shadow world. It has nothing to do with "natural powers." It does the same thing to Men.

The reason it wouldn't turn Galadriel invisible is because as an Elf who lived in Valinor she already exists in both the seen and unseen world (hence why Frodo as he's fading see Glorfindel as a bright white figure).

Basically, Sauron was a progressive who wanted to change the world for the better, but to do that he had to accumulate power. In the end, the search for power became his chief interest, like what happens to so many real world progressives and communists.
