There were logical explanations for when he did and did not face repercussions.

Slicing up the guys trying to steel his hubcaps led to the guy tracing his car down, and contacting Logan.

They didn't face repercussions in Mexico/North Dakota because it was the middle of fucking nowhere.

He didn't get in trouble at the casino because everybody figured they got mindfucked (nobody knew it was Xavier outside of the main cast)

He even avoids slicing up a group of threatening farmers, to preserve his identity.
