Okay so I'm going through DS9 for the first time, and just got to the Season 2 episode, "The Wire", where Garak supposedly reveals more of his past. The only question is, how much of it was true?

He fed Bashir 3 different stories, then at the end we learn there was no Elim, it's just his first name. So what was true, and what wasn't?

How the FUCK did the Federation come out on the winning side in this? I mean sure, the Cardassians were up to some shady shit, but the Federation willingly and officially:
- launched a surveillance probe into Cardassian space
- sent a strike force into Cardassain territory to attack a base
- violated Cardassian space with the fucking flagship
- attacked and further threatened a Cardassian vessel in Cardassian space to barter for a captured infiltrator
