I don't think TOS should even be compared with the others because it's from a completely different era and has its own thing going on. All of the other Trek series were broadcast in close proximity to one another whereas TOS was like 20 years before TNG.

i think it was poignant to have star trek split off into different stories around the galaxy and to delve into other alien cultures not just stick with the one captain, one crew concept which was becoming stale, but your problem seems to be with central premise of ds9 and not the show itself.

Janeway was tough and formidable but fair and that is definitely the most Kirk it ever got. She's one of the few reasons I would say Voyager is better than ENT.
DS9 is arguably the worst Star Trek show because it didn't really conform with Gene Roddenberry's original vision but he gave it his blessing before he died. Taken strictly as a tv show it is undoubtedly the best. The first two seasons were shaky, I'll admit that. But it took it's character and its world-building seriously.
Even if people in the Federation had moved past their petty differences that means nothing to the rest of the galaxy. The rest of the shows, minus maybe ENT, take place in a time when those differences are mostly settled and never go into detail about how you get to a place of peaceful cooperation. They tend to zoom straight past the full process of conflict, resolution and rebuilding. DS9 shows cultures that have formed the bedrock of multi-planetary societies like Cardassia and takes a real look at them and how they interact with others like Bajor.
Kira alone is a deeper and more interesting character than anyone who was on Voyager, minus maybe the Doctor, though I feel they wasted him in some episodes.
