If you ever watched the original Law&Order, you know all those scenes where they would be talking outside of the courthouse, or in a park in front of the courthouse? That park is the square from gangs of new york.
Bill also claims that his father died in the battle of Lundy's Lane, which was a failed attack on Canada, yet the character draws the wrong conclusions from this and the script isn't engaging enough to address it.

He clearly has a close relationship with Tammany Hall, and initially it sounds like he may be pro-Lincoln, yet he's not helping to assist with the Union Army.
