Your bet-sizing should always be relative to the size of what is already in the pot. With regards to stack-size, just don't put yourself in awkward situations where there's more in the middle than in your stack, making yourself pot-committed.

If you're talking about scary bet sizing on say, a flop, you should take board texture into account. If you have pocket kings on a 9hThJs board, your sizing should be a lot bigger than if it's a 2c6hTs board because there's more your opponent can call you with and you want to charge players to chase their draws
