Maybe so. But firing a bullet straight up into the air would not kill anyone on it's return to earth.
You can drop the bullet from an airplane, from the top of a building, or fire it from a gun vertically -- it would have the exact same result. Not only would the bullet be travelling at exactly the same speed in each case, it wouldn't have enough kinetic energy to do much harm either.
Shooting the bullet at a shallower angle is a different story. But a vertical shot, as is what is typical of these scenes, would do no harm.
